Existing law provides for the licensure and regulation of contractors, including home improvement contractors, by the Contractors State License Board within the Department of Consumer Affairs, and for the registration of home improvement salespersons by the registrar of contractors. This bill would provide that, as part of an application for registration or renewal of registration, a home improvement salesperson shall submit fingerprints in order to conduct criminal history record checks.
The bill also provides that a contractor who employs a person to sell home improvement contracts while the person is not registered by the registrar as a home improvement salesperson commits a misdemeanor. To combat the lack of adequate housing in Santa Barbara, this program supports the rehabilitation and preservation of existing homes by providing funding for necessary repairs or improvements. Using existing resources to maintain or improve homes is more cost effective than new construction and creates stable, safe, decent, affordable housing for the community.
